Dr. Strike provided an overview of the Best Practices document, including the methods used to develop it. She then presented the recommendations for the distribution of needles, safer handling and disposal of equipment and program models.

When HIV reporting began in 1985, MSM accounted for 80% of cases. In 2009, the proportion had diminished significantly with 41.8% of all HIV+1 being MSM.
